For the addresses to be “visible” on the Internet, the address blocks used must be published in the routing tables, which is considered as “advertised”.  TTherefore, the number of IP address advertised provides a better indication of how many addresses are being used and where.   However, it is important to note that even if addresses are routed on the public Internet, they are still not necessarily used. In addition, some public IPv4 addresses are used in private networks and therefore are not visible in public routing tables.
